Paul Ngei, independent Kenya's minister for cooperatives and marketing, engineered the country's first maize scandal in 1964, when the country was staring at starvation. Fortunately for him, he would escape unscathed even after he was found guilty by a commission of inquiry that probed him, as President Jomo Kenyatta pardoned him.
