President William Ruto has termed his opponents in the opposition wing as clueless, stating that they are not worthy of being his competitors, save for the late former Prime Minister Raila Odinga.

Speaking in Kakamega County during his four-day development tour of the Western region, Ruto said that the only opponent he would have competed with was Raila and not the current opposition.

"These people have no brains, and without brains, you cannot plan anything. The only thing they know is mere rhetoric full of tribalism, divisive politics, and violence, and therefore they are not worth competitors. The only competitor would have been the late Raila, and I will easily defeat them come 2027," said Ruto.

Ruto said sloganeering will not help his opponents in defeating him.

"My opponents have no plans, and I want to tell them that 'One Term' and 'Kasongo' will not help if they have no plan. I am focused, and I have a deliberate plan of delivering development to my people," said Ruto.

Ruto rallied ODM supporters under the broad-based government to support his administration, stating that he is committed to ensuring that all regions get development without bias.

"I am working together with Azimio and ODM people under the broad-based government, and no region will be left behind in terms of development. No one will derail my plan of developing all regions, regardless of their political affiliation, and tribalism will be a thing of the past," said Ruto.

President Ruto promised to connect 34,000 households with electricity in Kakamega County, stating that he has allocated Sh2.5 billion for the program.

Additionally, he said his government has set aside Sh2.2 billion for the construction of roads.

The Head of State promised to complete the construction of the multi-billion stalled Kakamega Level Six Hospital, stating that he has allocated Sh1 billion for the completion of the mega health facility in the next nine months.

The President also promised to complete the construction of Bukhungu Stadium, pledging Sh1.4 billion to complete the stadium.

Kakamega Governor Fernandes Barasa welcomed President Ruto’s commitment to equip the newly commissioned Butere County Hospital.

President Ruto said the facility will be equipped under the National Equipment Service Program (NESP), designed to ensure continuous access to medical equipment in county health facilities across the country.

“The national government will spend Sh150 million to equip this hospital, which will be of great help to the people of this constituency and beyond,” Ruto said.

Barasa welcomed the move, saying it will spearhead the implementation of the universal healthcare program.

“I committed to complete all projects initiated by my predecessor Wycliffe Oparanya because service delivery is my priority. This facility will now serve the people of the southern part of Kakamega,” Barasa said.

He was speaking when he joined President Ruto in officially commissioning the Butere County Hospital in Butere Constituency.

The hospital, whose construction began in 2022, sought to address the challenge of access to modern healthcare in Butere, Mumias, Khwisero, and Matungu constituencies.

“I thank President Ruto for his commitment to release another Sh1 billion to finish the Kakamega Referral Hospital. People will now seek full medical services here in Kakamega in nine months,” he said.

On his part, Oparanya thanked Governor Barasa for completing the facility, which he initiated in 2022.

The NESP program was launched after the expiration of the Medical Equipment Service (MES) program in December 2023. NESP builds on the successes of MES.

Under this program, vendors are responsible for providing, maintaining, and upgrading equipment at no upfront cost to counties, with payments made based on services rendered under the Fee-for-Service (FFS) model.
