The Teachers Service Commission (TSC) has issued promotion letters to 25,252 teachers across the country.
This marks the first batch of promotions as the letters have been dispatched to TSC County Directors' offices for issuance.
The promotions were carried out in two phases, beginning with 5,690 teachers who primarily served in acting roles as school heads and deputies being promoted.
TSC has seen an additional 19,943 teachers advance from job group C1 to D3 in the second phase.

Of these, 16,109 slots have gone to primary schools, while a total of 9,179 positions went to post-primary institutions.
Chief Principals (D5) – 44 positions, Senior Principals (D4) – 126 positions, Principals (D3) – 652 positions, and Deputy Principals (D2, D1) – 786 and 1,408 positions, respectively.
Additionally, Senior Masters (C5, C4) – 1,987 and 2,221 positions respectively, Senior Lecturers (TTC) – Various grades totaling 179 positions, Head Teachers (C5, D1) – 2,417 positions, Deputy Head Teachers (C4) – 3,653 positions and Senior Teachers (C3, C2) – 6,225 positions
According to TSC Chief Executive Officer Dr. Nancy Macharia, the promotions addresses long-standing stagnation concerns among educators.
"We acknowledge the importance of career progression for teachers and are committed to ensuring that those who qualify are duly promoted," said Dr Macharia.
The promotion interviews conducted in January and February 2025 were available to both primary and secondary school teachers, including those from Teacher Training Colleges (TTCs).
The large number of applicants emphasizes the urgent need for additional career growth opportunities.
"Over 189,000 teachers applied for the promotions, demonstrating the demand for advancement," said a TSC representative.
Successful candidates are currently receiving their promotion letters, while those who were not selected will receive regret letters.
There has been concern over the delay in publishing the final list of promoted teachers, as TSC policies mandate transparency in these processes.
As of March 31, 2025, the list had been made available on the TSC website.
The government has also allocated Sh. 1 billion to implement new salary scales for promoted teachers, ensuring they receive proper compensation.
Between 2018 and 2023, a total of 168,389 teachers were promoted through the Common Cadre system, while an additional 73,902 received competitive promotions.
For teachers who achieved promotions within the Common Cadre—specifically P1 certificate holders (B5-C1), diploma teachers (C1-C2), and graduate teachers (C2-C3)—advancement is automatic after three years of satisfactory service.
