Kenya Pipeline Company Managing Director Joe Sang is not a stranger in the corridors of justice.
Sang, was charged in the Sh1.8 billion Kisumu oil jetty contract saga alongside Gloria Khafafa (then Company Secretary), Vincent Cheruyot (General Manager, Supply Chain) and Infrastructure General Manager Billy Aseka but were acquitted for lack of evidence.
The five had been charged with abuse of office, failure to comply with applicable procedures and law, and engaging in a project without prior planning.
However, Milimani Anti-Corruption Court magistrate Victor Wakumile ruled in 2022 that the prosecution had not produced evidence to support the charges.
He observed that instead, the project was done within time and planned budget.

“ "I find that all prosecution witnesses were unanimous that the construction of Kisumu Oil Jetty was indeed planned before construction and way back in 2006 before most of the accused persons were employed by Kenya Pipeline Company," said Wakumile.
He added that it was clear from the witnesses that the project was implemented before some of the officials came on board. The magistrate was of the view that they should not have been condemned as the project had been mooted from 2006.
He also said that the same was then funded through the Treasury in 2016 and 2017. According to him, it was implemented before their appointment.
Sang had indicated that he was to quit the job from April 2019. However, he changed his mind and had his tenure renewed.
Lawyers Ahmednassir Aabdulahi, Prof Tom Ojienda and Danstan Omari represented the officials.
