Court issues arrest warrant for EADB official in dispute with Tuju

A warrant of arrest has been issued against Isaac Nyongesa Okwara, the Chief Security Officer of the East African Development Bank (EADB) for failing to attend court to answer charges of giving false information.

Okwara is accused of providing misleading details to detectives of the Directorate of Criminal Investigations (DCI) during an investigation in August 2023 involving former Cabinet Secretary Raphael Tuju.

Milimani Senior Principal Magistrate Dolphina Alego issued the arrest order but suspended it for 24 hours to allow Okwara's lawyers, led by Senior Counsel Fred Ojiambo, time to present a High Court order issued by Justice Chacha Mwita that suspends his prosecution.

Okwara allegedly misled Inspector Duncan Maina, a police officer stationed at the DCI, by providing false details that led to criminal investigations against Tuju over alleged illegal transfer of a mortgaged property and making unlawful receipts.

The DPP through state counsel James Gachoka requested the court to issue a warrant of arrest against Okwara after he failed to appear in court on February 11, 2025 to answer to charges of giving false information.

The EADB official’s lawyer Fred Ojiambo, said he is currently in Uganda after leaving the country on January 23, 2025.

Ojiambo claimed that his client secured a court order Tuesday suspending his prosecution.

However, the prosecutor insisted that Okwara knew he was wanted in court to take a plea having been served with court summons to appear on January 28, 2025.

Gachoka argued that Ojiambo has not presented a copy of Justice Mwita's order halting Okwara's prosecution.
